Computer enhancement of the highlighted portion of the photograph confirms than Quinton McHale was in the executive offices of the Company at the time the photograh was taken:

A thorough review of available Corporate records offer no explanation for this indisputable fact. However, it can be surmised that the Company may have invited the crew of the patrol boat it had built, and to which McHale had been assigned, to a celebration of its transfer to the U.S. Navy.
